LGFA releases Draft Statement of Intent 2026-29 and Forecast Borrowing Programme

Under the Local Government Act 2002, LGFA is required to publish a Draft Statement of Intent (SOI) by 28 February 2026 and publish a Final SOI by 30 June 2026. The draft is attached below:

The three-year financial forecast within the SOI assumes LGFA commences lending to water CCOs during the year to June 2027. This is consistent with how the Local Water Done Well programme is progressing, but LGFA notes that it has no influence on the timing of when water CCOs are established nor any decisions regarding their borrowing activity.

The Draft SOI outlines an assumed bond issuance programme of:

FY26 NZ$4.66 billion

FY27 NZ$5.02 billion

FY28 NZ$5.01 billion

LGFA will advise the market of any changes to the forecast bond issuance programme via its Quarterly Funding Updates.
